В связи с этим растет интерес к анализу степени вовлеченности государства в экономическом развитии и регулировании рынка, в частности к возрождению модели «государства развития». С учетом новых факторов, влияющих на мировую экономику, нами создается новая функциональная модель «государства развития», основные характеристики которой выверяются в рамках деятельности ЕЭК как наднационального органа ЕАЭС.</p><sec><title>Цель</title><p>Цель. Целью статьи является актуализация концепции «государства развития» с учетом современных вызовов (трендов), присущих XXI в. Этот шаг позволит по-новому представить модель «государства развития».</p></sec><sec><title>Задачи</title><p>Задачи. Предлагается представить версию концепции «государства развития», определить и проанализировать современные вызовы, с которыми сталкиваются государства в XXI в., на основе полученных выводов представить базовые элементы новой концепции «государства развития»; проанализировать актуальность модели применительно к развитию ЕАЭС.</p></sec><sec><title>Результаты</title><p>Результаты. По итогам проделанной работы представлены основы новой модели концепции «государства развития», отвечающей современным экономическим и политическим вызовам. Данные наработки открыты для обсуждения и более детального наполнения.</p></sec><sec><title>Методология</title><p>Методология. Методологическая основа исследования строится на системном подходе и общенаучных методах ретроспективного анализа, компаративного анализа, индукции и дедукции, обобщения, группировки информации.</p></sec><sec><title>Выводы</title><p>Выводы. Считаем, что все вызовы призваны способствовать созданию эффективной модели, где главным фактором должно выступать именно государство, способное формулировать и осуществлять политику развития совместно с деловым сектором и гражданским обществом. «Государства развития» XXI в. должно сохранить потенциал по выстраиванию работающей бюрократической системыи встроенную автономию, при этом взять на себя бóльшую социальную ответствен ность. Акцент на раскрытие человеческого потенциала, вклад в образование граждан, цифровизация госфункционирования — это то, на чем должна строиться новая модель «государства развития». ЕАЭС обладает многими характеристиками модели «государства развития» и имеет как потенциал, так и возможности для расширения применяемого инструментария модели и тем самым углубления интеграции в рамках Союза. При этом его реализация зависит от готовности стран к такой трансформации.</p></sec></abstract><trans-abstract xml:lang="en"><p>Since the economic crisis of 2008, and more recently with the COVID-19 pandemic, we have seen an active involvement of the state in economic recovery. Consequently, there is growing interest in analyzing the degree of government involvement in economic development and market regulation, as well as in reviving the “developmental state” (DS) approach, in particular.</p><sec><title>Aim</title><p>Aim. To update the concept of the “developmental state” in the light of the new circumstances inherent in the 21st century. This step will allow us to take a fresh look at the model and determine the main trends of its development.</p></sec><sec><title>Tasks</title><p>Tasks. We seek to outline the classical version of the “DS” concept proposed by Ch. Johnson, to present the challenges faced by the states, to correlate the classical version with the new “possible” version of the “DS” concept, to analyze the relevance of the model in relation to the development of the EAEU.</p></sec><sec><title>Methods</title><p>Methods. We use the systematic approach and general scientific methods of retrospective, comparative analysis, induction and deduction, generalization, grouping of information.</p></sec><sec><title>Results</title><p>Results. We present several bases that may become the impetus for the model transformation.</p></sec><sec><title>Conclusion</title><p>Conclusion. The “21st century developmental state” must retain the bureaucratic capacity, “embedded autonomy” and now assume greater social responsibility. Human capacity, empowerment and digitalization of state functioning will be fundamental elements of a new developmental state model. The EAEU has all the possibilities to apply the model at the supranational level.
