Проанализировать становление японской арктической стратегии, установить перспективные направления российско-японских отношений и проблемы двустороннего партнерства в Арктике.</p></sec><sec><title>Задачи</title><p>Задачи. Выявить основные этапы формирования арктической политики Японии, определить значение Северного морского пути для Токио, изучить сферы российско-японского сотрудничества в Арктике, дать оценку проблемам и перспективам двустороннего взаимодействия в Арктике.</p></sec><sec><title>Методология</title><p>Методология. В данной работе с помощью метода сравнительного анализа, контент-анализа, ивент-анализа выявлены направления, способствующие укреплению российско-японских отношений в Арктике, а также факторы, которые смогут ослабить их сотрудничество в регионе.</p></sec><sec><title>Результаты</title><p>Результаты. Исследование показало, что Япония как морская держава стремится быть активным актором в арктических политико-экономических процессах, так как возможности Арктики сыграют большую роль в развитии японской экономики благодаря диверсификации поставок сырья и использованию арктических маршрутов. Значимым партнером Японии в Арктике является Россия, совместно с которой государство реализует крупный энергетический проект —«Арктик СПГ-2». Освоение и модернизация инфраструктуры Северного морского пути — еще одна перспективная сфера развития русско-японских отношений в Арктике. Несмотря на это, существует ряд противоречий, которые могут негативно сказаться на сотрудничестве двух государств в Арктике, — это различие подходов к определению статуса Северного морского пути и международно-правового статуса Арктики.</p></sec><sec><title>Выводы</title><p>Выводы. Несмотря на заинтересованность Японии в использовании Северного морского пути, а также участие в энергетических проектах на территории российской Арктики, в двусторонних отношениях Москвы и Токио есть ряд нерешенных вопросов, затрудняющих упрочнение их арктического сотрудничества, среди которых особое место занимают проблема Курильских островов и различие в подходах к определению будущего статуса Арктического региона.  </p></sec></abstract><trans-abstract xml:lang="en"><p>This work examines the main directions of the Japanese Arctic policy, its impact on the development of Russian-Japanese cooperation in the region.</p><sec><title>Aim</title><p>Aim. The study aims to analyze the formation of the Japanese Arctic strategy, to define promising areas and problems of Russian-Japanese relations.</p></sec><sec><title>Tasks</title><p>Tasks. The authors identify the main stages of the Japanese Arctic policy, determine the significance of the Northern Sea Route (NSR) for Tokyo, study the areas of Russian-Japanese cooperation, assess the problems and prospects of bilateral cooperation in the Arctic.</p></sec><sec><title>Methods</title><p>Methods. Using the method of comparative analysis, content analysis, event analysis, we have identified areas that contribute to the strengthening of Russian-Japanese relations in the Arctic and factors that can weaken this cooperation.</p></sec><sec><title>Results</title><p>Results. The study shows that Japan seeks to be an active actor in the Arctic processes, since this region will play a significant role in the development of the Japanese economy through the energy supplies diversification. Japan’s key partner here is Russia, and they are implementing a major energy project — Arctic LNG-2. The modernization of the NSR’s infrastructure is another promising area for the development of Russian-Japanese relations. However, there are contradictions that may affect their cooperation — this is the differences in definition the NSR status and the international legal status of the Arctic.</p></sec><sec><title>Conclusion</title><p>Conclusion. Despite Japan’s interest in using the NSR and participation in energy projects in the Russian Arctic, there are some issues that make it difficult to strengthen their Arctic cooperation.
