В статье раскрываются концептуальные основы парламентской дипломатии.</p></sec><sec><title>Методология</title><p>Методология. Методологическую основу исследования составили теоретические методы и подходы, а именно: теоретическое моделирование, хронологический, сравнительный, комплементарный и параллельный подходы.</p></sec><sec><title>Результаты</title><p>Результаты. Сформулированы этапы становления парламентской дипломатии. Построена теоретическая модель (институциональный дизайн) парламентской дипломатии. Обозначены особенности международной деятельности органов представительной власти.</p></sec><sec><title>Выводы</title><p>Выводы. Во-первых, под влиянием геополитических процессов второй половины ХХ в. парламентская дипломатия трансформировалась в одну из уникальных форм дипломатии с «двойной легитимностью» и стала одним из новых инструментов «мягкой силы» государств и регионов. Во-вторых, парламентская дипломатия обзавелась сложной структурой (моделью), включающей различные измерения, уровни, инструменты, а также формы и форматы взаимодействия, позволяющие говорить о парламентской дипломатии как о целостном концепте. В-третьих, несмотря на то что парламентская дипломатия обладает рядом преимуществ по отношению к дипломатии исполнительных органов власти (бóльшая гибкость, неформальность и меньшая ангажированность), другие стороны ее институциональных особенностей — усеченные полномочия, ограниченность ресурсов и идеологическая окраска — могут негативно сказываться на прикладных результатах.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Aim</title><p>Aim. The article reveals the conceptual foundations of parliamentary diplomacy.</p></sec><sec><title>Methods</title><p>Methods. In order to fulfill the purpose, the author drew upon theoretical methodology namely modelling, chronological, comparative, complementary and parallel approaches.</p></sec><sec><title>Results</title><p>Results. The phases of development of parliamentary diplomacy are outlined. The theoretical model (institutional design) of parliamentary diplomacy is designed. The features of the international activities of representative authorities are outlined.</p></sec><sec><title>Conclusions</title><p>Conclusions. First, the geopolitical processes of the second half of the 20th century have caused parliamentary diplomacy to transform into double legitimate diplomacy, a new form of soft power tool and independent holistic concept. Second, parliamentary diplomacy has acquired a complex body (model), including various dimensions, levels of institutionalization, tools, forms and formats of cooperation.
