Россия и Китай, как важные участники арктических дел, не только имеют общие интересы в сфере геополитики и экономики, но и обладают значительным потенциалом для сотрудничества в поддержании стабильности и устойчивого развития региона. В последние годы научная дипломатия становится важным инструментом межгосударственного взаимодействия, и строительство и сотрудничество в арктических мозговых центрах вузов России и Китая постепенно превращаются в основной формат научной дипломатии.</p><sec><title>Цель</title><p>Цель. Настоящая статья направлена на анализ текущего состояния сотрудничества между Китаем и Россией в Арктике, включая контекст данного взаимодействия, а также на исследование современного состояния и роли арктических мозговых центров в вузах, рассматриваются возможные пути развития сотрудничества между вузами двух стран в рамках создания и функционирования таких центров.</p></sec><sec><title>Методология</title><p>Методология. Посредством систематического обзора и эмпирического анализа изучаются особенности сотрудничества и формирования мозговых центров в вузах Китая и России, специализирующихся на изучении Арктики.</p></sec><sec><title>Результаты</title><p>Результаты. Основные направления кооперации арктических мозговых центров в вузах Китая и России включают: проведение совместных научных исследований и экспедиций, что способствует обмену данными и ресурсами; регулярную организацию международных конференций и академических обменов, направленных на развитие политического диалога и передачу знаний; использование результатов исследований мозговых центров для подготовки рекомендаций правительствам, поддерживая принятие решений по арктическим вопросам. Более того, сотрудничество между мозговыми центрами может усилить обмен и взаимодействие в таких сферах, как информационные технологии и охрана окружающей среды, способствуя совместному развитию.</p></sec><sec><title>Выводы</title><p>Выводы. Результаты исследования показывают, что сотрудничество между мозговыми центрами вузов Китая и России по вопросам Арктики эффективно способствует углублению взаимодействия двух стран в области политики, информационных технологий, рационального использования ресурсов и охраны окружающей среды. Оно обеспечивает интеллектуальную поддержку арктических стратегий обеих стран и играет важную роль в глобальном управлении.</p></sec></abstract><trans-abstract xml:lang="en"><p>In the context of the rapid development of science and technology and the complexity of the geopolitical landscape, the Arctic region has become a frontier of international competition. Russia and China, as important participants in Arctic affairs, not only share common interests in the fields of geopolitics and economics but also possess significant potential for cooperation in maintaining stability and sustainable development in the region. In recent years, scientific and technological diplomacy has become an important tool for interstate interaction, and the construction and cooperation of Arctic think tanks at universities in Russia and China are gradually transforming into a primary format for scientific and technological diplomacy.</p><sec><title>Aim</title><p>Aim. This article aims to explore the establishment of think tanks at universities in China and Russia in the field of Arctic research, analyze their role and positioning in scientific and technological diplomacy, and further investigate specific pathways for cooperation between universities, along with recommendations for optimizing interactions.</p></sec><sec><title>Methods</title><p>Methods. Through a systematic review and empirical analysis, the cooperation and establishment of think tanks in universities in China and Russia concerning Arctic issues are examined.</p></sec><sec><title>Results</title><p>Results. The cooperative pathways of Arctic think tanks in Chinese and Russian universities include conducting joint scientific research and expeditions to achieve data and resource sharing; regularly holding international conferences and academic exchanges to facilitate political dialogue and knowledge transfer; utilizing research results from think tanks to provide policy recommendations to the government, supporting decision-making for both countries on Arctic issues. Additionally, cooperation among think tanks can enhance exchanges and collaborations in fields such as information technology and environmental protection, promoting joint development.</p></sec><sec><title>Conclusions</title><p>Conclusions.
