В статье исследуются вопросы международного сотрудничества в Арктике, современное состояние которого стало результатом как эволюционного процесса прохождения определенных этапов, так и современной трансформации геополитического ландшафта мира. Цель. Изучение эволюции международного арктического сотрудничества, современного состояния и перспектив развития Северного морского пути как доминанты и драйвера развития Арктической зоны РФ. Задачи. Выявить этапы, описать элементы современной модели и предложить классификацию направлений международного арктического сотрудничества. Акцентировать роль Китая и Индии как государств-цивилизаций в управлении развитием Арктического макрорегиона. Сформулировать принципы успешности получившего статус Трансарктического транспортного коридора маршрута по Северному морскому пути, связывающему Европу и Азию. Методология. Системный подход, логический анализ, синтез, контент-анализ открытых источников, моделирование. Результаты. Эволюция международного сотрудничества в Арктике насчитывает пять этапов, начиная с 1648 г.; с февраля 2022 г. идет пятый этап, который имеет свою специфику и формирует современную модель сотрудничества, реализуемую через международные организации, интеграционные объединения, государственные инициативы, научные исследования и экологические проекты. Направления международного арктического сотрудничества целесообразно классифицировать по виду, сфере, цели, типу и полномочиям его участников. Доминантой и драйвером развития российского сегмента Арктики является Северный морской путь, принципиальная успешность прохождения маршрута по которому обусловлена скоростью, безопасностью и выгодой. В условиях обновления институтов глобального управления актуализируется роль государствцивилизаций, являющихся членами интеграционного объединения Форум БРИКС, в управлении развитием Арктики (Россия, Китай, Индия). Выводы. Обоснована целесообразность включения в Арктическую повестку интеграционного объединения Форум БРИКС. Целевой аудиторией исследования являются ученые, занимающиеся проблемами региональной экономики, преподаватели и аспиранты, а также представители органов власти и управления. Перспективы исследования связаны с анализом рисков арктического судоходства и оценкой эффективности создания независимой страховочной инфраструктуры Форума БРИКС для международной торговли, включая страхование грузов, товаров и услуг независимо от санкционных ограничений.
The article examines the issues of international cooperation in the Arctic macro-region, the current state of which is the result of both the evolutionary process of passing certain stages and the modern transformation of the world geopolitical landscape. To emphasize the role of China and India as civilizational states in managing the development of the Arctic macro-region. To formulate the principles for the success of the NSR route, which has received the status of the Trans-Arctic Transport Corridor, linking Europe and Asia. Methods. Study of the evolution of international Arctic cooperation, the current state and development prospects of the Northern Sea Route as a dominant and driver for the development of the Arctic zone of the Russian Federation. The evolution of international cooperation in the Arctic has five stages, starting in 1648; since February 2022 the fifth stage has been underway, which has its own specifics and forms a modern model of cooperation implemented through international organizations, integration associations, government initiatives, scientific research and environmental projects. It is advisable to classify the areas of international Arctic cooperation by type, sphere, purpose, type and powers of its participants. The dominant feature and driver of the development of the Russian segment of the Arctic is the Northern Sea Route, the fundamental success of the route along which is due to speed, safety and benefit. In the context of the renewal of global governance institutions, the role of states-civilizations that are members of the BRICS Forum integration association in managing the development of the Arctic (Russia, China, India) is becoming more important.
