Model for Assessing the Effectiveness of Control Procedures for Ensuring Economic Security

EDN: OUCKYW

Abstract

Aim. The purpose of the study is to develop a model for assessing the effectiveness of control procedures that provides a quantitative evaluation of a company’s control environment, applicable regardless of the degree of automation (manual, semi-automated, or automated). Methods : based on an analysis of existing approaches to evaluating internal control effectiveness and corporate economic security, a methodological gap was identified the absence of a single integral indicator simultaneously accounting for control effectiveness, personnel factors, probabilistic risk, and digitalization level; calculation formulas were developed for each indicator, and weighting coefficients were assigned using an expert-based method grounded in the assessment of each indicator’s significance for economic security purposes; the integral indicator was constructed in multiplicative form. Results : a model was proposed comprising nineteen indicators grouped into four blocks (control effectiveness, personnel factor, risk, digitalization level), together with an integral indicator K ranging from 0 to 1; testing the model on the process of selling non-conforming products through auctions demonstrated an increase in K from 0.028 to 0.47 following the implementation of control improvement measures, with the rise in digitalization level identified as the key driver. Conclusions : the proposed model enables quantitative identification of vulnerabilities in the internal control system and prioritization of areas for its improvement; the key limitation is the expert-based nature of the weighting coefficients, which are advisable to be refined individually for each company and business unit in accordance with its specific objectives and operational context, defining the direction for further research.
