The Main Directions of Energy Policy Implementation in the Arctic Zone of the Russian Federation

EDN: KJTPJJ

Abstract

Aim. To study the main areas of energy policy implementation in the Arctic zone of the Russian Federation, identify the main problems limiting its effectiveness, and propose solutions. Methods. Institutional approach, document analysis, content analysis, case study, generalization and synthesis. Results. The article describes the main directions of practical implementation of Russia’s energy policy in the Arctic zone, including the formation of new gas production centers, the development of Arctic projects for the production of liquefied natural gas, large oil projects, the Northern Sea Route, the Trans-Arctic Transport Corridor, energy infrastructure and energy supply to remote territories. The project implementation depends on the interrelationship of resource, transport, technological and territorial components. The proposals for optimizing energy policy are given. Critical equipment for liquefied natural gas projects should be subject to mandatory testing and maintenance requirements, while shipment schedules should be coordinated with icebreaker assistance and port readiness. In settlements, energy audits should precede pilot hybrid generation projects with backup capacity; for small-scale and floating nuclear power plants, stable demand and full lifecycle costs should serve as selection criteria. Background and geotechnical monitoring should be integrated with predefined response procedures. High capital intensity is combined with infrastructure deficits, sanctions pressure increases technological dependence, and environmental and logistical risks complicate implementation amid difficulties in interagency coordination. The management component is organized around a common project register, staged financing, regular review and local staff training. Conclusions. Russia’s energy policy in the Arctic Zone is a complex mechanism of public administration of a strategic space. Its effectiveness is determined by ensuring technological sovereignty, developing local energy, and linking large resource projects with the sustainable development of Arctic territories.
