Abstract

The article analyzes the reasons for incomplete integration processes, substantiates proposals for their elimination and further development of integration, based on the goals set by the heads of EEU states in the Declaration on the further development of integration processes within the EEU.

The priority task of EEU further development is to complete a full-fledged Common economic space in a timely manner and start implementing a common policy for industry, agriculture, energy, transport and infrastructure, and finance. The system of measures necessary for improving the activities of the Eurasian economic Commission and ensuring high efficiency of the EEU common market regulation and its advanced development is considered.

Abstract

The article considers the main directions of social and humanitarian cooperation of the EEU member States, covering the fields of education, science, health, tourism and sports in order to improve the welfare and life quality of the Union countries' citizens. The goal is to create a single socio-humanitarian space that should not blindly reproduce the Western socio-humanitarian model of development based on the strategy of ”nurturing“ a loyal ”civil society“. Otherwise, there will be a discrepancy between the implementation of the goal of forming a single economic space and social and humanitarian programs imposed from the outside in the context of liberal democratic ideology, which are destructive for the peoples ofEurasia.

Abstract

The relevance of the research concerning the think tanks creation and development is due to the increased role of the expert community in preparing the analytical base for making managerial decisions at the state level. Currently, think tanks are ranked as the “fifth power”, after the legislative, executive, judicial powers and the media, which enhances their importance and role in modern society. Today, international conferences of think tanks and the network associations development of expert and analytical structures is one of the transnationalization manifestations in the intellectual sphere. The article presents the results of studying the prerequisites for the think tanks emergence in the world and the stages of their evolution, and describes the characteristic features. A grouping of new analytical centers inRussiais presented, the features of the emergence and development of Asian think tanks, which play an important role in enhancing the international scientific and expert dialogue, are revealed. The features and stages of theChinathink tanks formation, as well as their modern structure are presented. One of the promising areas of Russian-Chinese cooperation in the expert analytical sphere has been identified, the hypothesis is the possibility of implementing joint Russian-Chinese expertanalytical cooperation projects in the Arctic zone.

Abstract
The aim of the article is to analyze the concept and essence of the modern integration relations development, which reflect 2 basic trends — rivalry and cooperation of states and integration interstate associations. The subject of the article is the characteristics and peculiarities of the modern integration law and its basic model — the law of the European Union, as well as the latest trend of integration relations in the post-Soviet space. The article uses general scientific, philosophical and special legal methods of knowledge, and is based on the material of integration law and related legal and political sciences. According to the results, the article assesses the possible prospects for the development of integration relations in the world, especially for the Russian Federation and Eurasian Economic Union.

Abstract

The article clarifies the prerequisites and circumstances ofFrancemovement in the direction of selfidentification as a Western economy. Based on an analysis of the foreign policy’s views and practical efforts of theFifthRepublic’s Presidents, the authors note the country's transition from opposing the expansion of partnership withGreat Britainand military cooperation with theUnited Stateswithin the North Atlantic Treaty’s framework to overcoming deep disagreements with NATO to restore membership in its military organization. The “Westernization” ofFrance’s security and defense policies is also explained by its move from national autonomy to understanding the importance of ensuring the country's sovereignty through active participation in European integration. Describing the “proWestern“ course ofFranceat the present stage, the authors pay attention to President E. Macron's skepticism concerning Euro-Atlantic solidarity and the deterioration of the conditions for transatlantic cooperation with theUnited States. According to the authors’ opinion, the current foreign policy strategy ofFranceis distinguished by Eurocentrism, as well as its desire for a strategic partnership with theRussian Federation.

Abstract

The importance of Arctic natural resources and communications is increasing in the modern global society. At the same time, the Arctic conflict space is not only unprotected from cyberattacks, but their consequences here can be the most terrible in the hybrid war conditions of the XXI century. Cyberattacks on the critical information infrastructure of credit and financial institutions, the economy, authorities and other facilities are becoming especially dangerous. Cybercrimes of hackers for the purpose of obtaining illegal income, threats of money and property loss by the population become more active. The main source of cyberattacks onRussiaare the US Cyber Command, the aggravation risks of cyber warfare between theUSandRussiaare increasing. One of the leaders in protecting against cyberthreats in the Russian Arctic is PJSC MMC Norilsk Nickel.

Abstract

The author analyzes new complications that have arisen in the Moldovan-Transdnistrian process, highlighting the problem concerning freedom of movement of people, goods and services and showing the reasons that led to the exchange of so-called transport sanctions. Particular attention in the article is paid to the Ukrainian factor and the issue of organizing a joint Modavan-Ukrainian border and customs control on the Transdnistrian section of the border. According to the author, the suspension of mutual transport sanctions by the parties to the aggrieved parties is temporary, and the unilateral change made byMoldovain current regime of foreign economic activity of the Transdnistria's economic entities will serve as a new impetus for the escalation of the conflict. Moldova will use the innovation as a “stick” in order to encourage Transdnistrian enterprises to transfer transdnistrians also to the transport jurisdiction of Moldova, that is, to obtain Moldovan license plates, Moldovan driver’s licenses and other related documents to replace Transdnistrian ones. In addition, the author comes to the conclusion that the role ofRussiais weakening in the process of normalization of the Transdnistrian-Moldavian relations and in the conflict region.

Abstract

As the title implies the article deals the analysis of the Eurasian Economic Union functioning as a system. It is analysed the role of the EAEU institutions as well as areas of interaction. It is revealed the limits of authorities of theUnion. It is identified EAEU multi-level governance at vertical (multiple levels) and at horizontal level (multiple actors). One of the key issues of this paper is to identify levels of competencies and accountabilities shared between EAEU institutions and nation states. It is demonstrated that intergovernmental, supranational and nation states decision-making processes applied within EAEU is effective. It is stressed that EAEU multi-level governance is very balanced and efficient. It is highlighted a role of EAEU common policies. It is emphasised that nation states are primary actors in Eurasian integration process. It is demonstrated an economic growth, deepening of Eurasian integration and its further development. It is underlined Union´s external relations, the effect of the EAEU policies and the role of the EAEU at a global level.
