Results of the Implementation of the Development Strategy of the Organization of Turkic States for the Period 2022–2026

EDN: KJDXWZ

Abstract

The article examines the key results of the first five-year period of activity of the Organization of Turkic States (OTS) in 2022–2026. Aim and tasks . To evaluate the achievements of the OTS in the economic, socio-cultural and political spheres during the first period of the implementation of the strategy “Turkic World Vision 2040”, as well as to identify institutional constraints and prospects for further development of the organization. Methods . The research is based on an intergovernmental institutional approach (intergovernmentalism) and neofunctionalism of E. Haas, which allow us to consider both the logic of the national interests of the member states and the dynamics of the “overflow” of integration from one sphere to another. A comparative analysis of the regulatory documents of the OTS, summit decisions and indicators of mutual trade was applied. Results . It is established that the first “five-year plan” was mainly aimed at the formation of the institutional infrastructure of the association: the creation of specialized committees and funds, the establishment of mechanisms for coordinating decisions, the development of the regulatory framework. Among the concrete achievements are the growth of mutual trade from 2% to 8–9%, the signing of agreements on simplification of customs procedures, the development of a common Turkic alphabet and the launch of several cultural and humanitarian initiatives. The systemic problem of the gap between decision-making and their execution has been identified, which is most clearly expressed in the process of launching the Turkic Investment Fund. Conclusions . OTS is at the initial stage of full-fledged integration: the institutional foundation has been laid as a whole, but the mechanisms for implementing decisions remain insufficiently developed. The further development of the organization will be determined by the ability of the member states to move from declarative cooperation to the implementation of specific joint projects, as well as the geopolitical situation that creates incentives for deepening Turkic integration as an alternative to traditional Eurasian formats.
