ECONOMY
The relevance of the research of the cooperation between Russia and China in the innovative sphere is due to the necessity to raise competitiveness of both countries, provision their sustainable and dynamic development. The intensification of cooperation in the sphere of innovation is a positive trend in the modern development of Russian-Chinese relations. The article presents the results of researches aimed at analyzing the prospects of economic cooperation between Russia and China in the sphere of innovative infrastructure creation (by the example of technological parks). The research identifies the strategic priorities of science, technology and education in China, formulates the factors of intensification of economic cooperation between Russia and China in creation of technological parks as the most important elements of innovative infrastructure. Moreover the example of the positive experience of realization of the hi-tech park project “The Silk Road” was considered in the article and the results of its activity for cooperation perceptivities in the innovative sphere were evaluated. Eventually the article identified the following positive factors of development of economic cooperation in technological parks creation: the construction Belt and Road, which allows to activate the process of creating infrastructure, energy, communications, production, finance and humanitarian exchanges; positive experience of China in the creation of the free economic zones and technological parks; the successful use of fiscal methods to stimulate innovative activities.
The article actualizes the main content and problems of implementation of the Monterrey consensus of the International conference on financing for development in the modern geopolitical and geo-economic space, the role of the International monetary Fund and its financial instruments in the Eurasian geopolitical space in this process.
Purpose: to show the inconsistency of the financial policies of Western countries, challenges and threats to financial security of developing countries.
Historical and comparative methods of research are used.
The study revealed the selectivity of economically developed countries in approaches to financial support for developing countries, the use of financial instruments to protect the national interests of individual countries or groups to the detriment of others, the difference in approaches of the West and the East in solving problems of economic development.
Cooperation with China plays an increasingly important role in the foreign policy of the Russian Federation. The article deals with the joint activities of the two States in the field of natural resources extraction and environmental protection. The purpose of the research is to study the legal framework in the field of environmental cooperation, as well as to measure the possible consequences of joint economic activities for the Russian Federation. For achieving this goal it is necessary to carry out the following tasks:
• to analyze the most important regulatory documents of the Russian Federation and China in the field of ecology;
• identify the main China’s and Russia’s aids of economic and political cooperation China and Russia;
• to highlight the most controversial agreements between the two states, as well as to find the causes of discontent among the population;
• to predict the possible consequences and results of the Russian-Chinese partnership in the environmental sphere.
Research methods: comparative analysis of regulations, analytical study of scientific articles on the subject of research, interpretation of factual information and opinions covered in the press.
The practical significance of this work lies in the fact that this article can be used to analyze the existing problems of Russian-Chinese environmental and economic cooperation, as well as to adjust the policy of environmental agencies.
Scientific novelty: the main emphasis of the article is made on the negative consequences of Russia's policy towards Chinese production, the actions of the Russian and Chinese governments that can potentially destabilize the situation in the region.
Results of the study: during the writing of the article, the most important normative documents of the Russian Federation and China in the field of ecology were analyzed, the main objectives of economic and political cooperation on the part of China and Russia were identified, the most controversial agreements between the two States were highlighted, as well as the causes of discontent among the population, in addition, the possible consequences and results of the Russian-Chinese partnership in the environmental sphere were predicted.
Conclusions: according to the data obtained, the domestic and bilateral environmental legislation of the Russian Federation and China has a number of shortcomings that impede cooperation between the two States, as well as hindering the protection of the environment; the joint economic activity of the two countries contributes to the development of the Far East, and is also beneficial for Chinese business, but there is a threat of development and appropriation by China of part of the Russian territories.
Definition of opportunities and mechanisms of political management of a water problem in Central Asia are considered and analyzed the research. Objective of the research — to define and reveal mechanisms of political management of different level in a solution of a water problem of the region. Object of the research — political management of a problem. Subject of the research — initiatives and mechanisms of implementation. Dependent variables are: the political and legal bilateral and multilateral relations concerning solution of water problem, specific mechanisms. Independent variables — global and regional initiatives, activity of “The Caspian Five”. The role of efficiency of solution of a water problem depending on priority opinion on a problem of elite of the states is analyzed. This analysis shows that attempts of a solution of a water problem in the region are carried out within universal programs of development of the Purposes of the millennium and Sustainable development goals, “A water initiative of the EU”. The mechanisms for a solution developed within “A water initiative of the EU (VIES) are of great importance: reforms in the field of water policy in countries of Eastern Europe, the Caucasus and Central Asia (VEKTsA)” and activity of the SPEKA Program. At the same time, the most important tools are bilateral and multilateral initiatives of the countries of Central Asia which intensity and efficiency sharply increased at the new leaders of some countries of the region.

The purpose of the paper is to highlight the actual problems of organizational and legal nature in the field of formation and functioning economic security ensuring system in the area covering the territories of Organization of the Collective Security Treaty member-states and determining the ways to overcome these problems. Along with it, the following tasks were solved:
• the system and structural construction of economic security was disclosed;
• the content characteristic of economic security ensuring system elements was given;
• the main directions increasing the effectiveness of legal regulation of relations developing in this area were determined.
It is shown that it is reasonable to include the following elements in the system of ensuring economic security: 1) objects of economic security ensuring; 2) subjects of economic security ensuring; 3) participants to ensure economic security; 4) economic security measures; 5) means of economic security ensuring.
To substantiate the conclusions, the system and structural method, the method of ascent from the abstract to the concrete, and modeling method were used.
The use of appropriate methods made it possible to differentiate the economic security ensuring into its component parts, to give their meaningful characteristics, to highlight relevant organizational and legal problems. On this basis, there was made the conclusion about the priority ways to overcome such problems.
This research was aimed to study the legal basis of the organization and activities of the European Court of human rights, as well as the analysis of issues arising in the protection of human rights in the European Court of human rights. To this end, the categories of cases within the competence of the Court were identified, the analysis of the provisions of the European Convention on human rights and freedoms. The order of formation, structure and jurisdiction of the Court are investigated. Reveals the conditions for the submission of complaints referred from the applicant States or individuals. The problems of the admissibility of complaints.
This research was aimed to study legal aspects of the labor migration regulation in the Russian Federation from the countries of the former Soviet Union and detect key gaps in this sphere. According to this, the authors determined the content of the Russian migration law, conducted reviews of the legal acts and international agreements regulating key categories of the labor migration in the Russian Federation. It was determined existing drawbacks in the regulation of each category.
POLICY
At the present stage of world globalization processes, universal human values, consisting of a multitude of national values, are becoming especially important. The territory and population, the state and economy, social, public and cultural spheres of life are national values of the Armenians, and their preservation and development are the most important prerequisites for national security, both in their homeland and in the Diaspora. A particularly significant role in the permanent process of ensuring the necessary conditions for the national security of the Armenian people and Armenian statehood, in the most complicated and contradictory conditions of the globalization in the III millennium, is to be played by young people who constitute the active and creative core of nowadays society. The young generation, being the main heir to the centuries-old culture, is designed to preserve the values and traditions of the Armenian civilization and, thus, ensure the future path of the Armenian people in history.
The article is devoted to the issues of promotion of the Republic of Armenia on the way of building information society. The national legislation in the sphere of information freedoms and electronic communications is characterized, the peculiarities of legal regulation and administration, management of the national segment of the Internet are discussed.
The article discusses the geopolitical goals of the main actors involved in the process of constructing a situation in the South-East of Ukraine. The configuration arrangement of actors is revealed, and a possible approach to forecasting the development of the situation both within Ukraine and in the system of the Eurasian political vector is outlined.
The article discusses various aspects of the security in the Arctic in the context of the key actors information policy in the Arctic region. Based on the analysis, the author comes to the conclusion that one of the goals of the “information war” against Russia on the Arctic issue is to weaken the Russian position, to limit the potential of using the Northern Sea Route, which requires Russia to combine efforts with a number of the countries in Eurasia. The author considers the joint efforts to form an international Arctic information agenda are helpful, including the framework of the BRICS, where Russia and a number of Asian players in the Arctic combine special international contexts. The international legal initiative can play a significant role in this, when the outlines of the joint interests of Russia and its partners from East Asia in the Arctic will be sealed with appropriate documents at the bilateral level.
Examines the geopolitical status of Finland and its military-political situation in the Russian Empire throughout the 19th and early 20th centuries. Finland in Sweden was its eastern security belt, which consisted in readiness to support an attack to the East and to reflect an attack from the East. Baltic region and Finland were the Northwest belt security Empire, necessitating its defence capabilities.
