The questions connected with innovative development and potential of domestic science and education are considered in the article. Innovative development of Russia is based on the objective data characterizing a condition of innovative economy as bases of transition of Russia to new, sixth technological way. The questions connected with formation of an image of the future, geocultural values, a way of life and a view of the world around, the national purposes of development are analyzed in the article.
ECONOMY
The paper reviews the documentations of the Russian automotive industry strategic planning. The stages of the automotive industry development in Russia are considered. The characteristic of current trends in the development of the Russian automotive industry is issued. The main contradictions and problems that require the participation of the authorities are revealed. The effectiveness of the state regulation measures of the industry under conditions of sanctions pressure on the Russian economy is estimated. The possibilities of using the methods of cluster policy in order to ensure the competitiveness of the Russian automotive industry are considered. The conditions of the cooperation with foreign partners and prospects for the international economic integration are specified.
Under the current conditions of globalization of economic development, the presence of a state in the global economic landscape is manifested in the following main forms: international trade; embedding a national economy into the global value chains; participation in integration economic associations; and the formation of a unified (coordinated) policy in branches and fields of activity of the integration association. The present study is aimed at assessing situations of Russia’s participation in global value chains, and at reviewing the implementation of innovation projects in the spheres of customs and logistics. The latter is a key factor for integrating the country into global chains. The main directions are formulated of state support and promotion of enterprises in value chains they create (improvement of infrastructure, improvement of customs policy, development and implementation of innovation projects in the field of customs and logistics). The main problems are identified for Russia’s customs and logistics, including the imperfection of IT-technologies created for customs authorities and logistics companies. A model is proposed of an automatic software complex for the risk management system, which makes it possible to simulate the ways of solving these problems through the usage of Internet data.
Today the states of the Eurasian Economic Union practically impossible to independently ensure their economic security. It is necessary either to constantly increase defense spending, or enter into integration formations. Despite the fact that the agenda of the Eurasian Economic Union practically does not discuss security issues, nevertheless, the activity of the EAEU has a “spillover” of economic activities and security issues, the end result of which can be a Large Eurasian partnership.
LAW
This article aims to study the issues of legal regulation of pension relations in the countries of the Commonwealth of independent States, formed in the 90-ies of the last century their national pension legislation and national pension systems. Identifies the organizational foundations of pension systems and pension problems of citizens in the existing pension models by different countries, as well as the factors driving them. The authors used the method of comparative analysis of the rules and norms of pension laws in CIS countries. Analysis were selected on the basis of their conformity occurring in these countries socio-economic changes, changes in the demographic situation, intensify migration processes. minimum level of pension provision in each country of the Commonwealth of independent States, in the context of its compliance with minimum international standards. The results obtained led to the conclusion that the CIS countries within the framework of the existing pension legislation, it was not possible to reach an acceptable level of pension security of its citizens. The level of pensions in most CIS countries remains woefully low, does not meet minimum international standards. In the dynamics of consider the conditions that determine entitlement to a pension in pension legislation in different CIS countries. The analysis showed a trend of increasing requirements to retirement age and the required seniority.
Researched the State of voluntary pension insurance in CIS countries and the legal regulation of these processes. The analysis showed a weak development of accumulative elements at both the legislative and institutional level. In this regard, the necessity of modernizing existing pension legislation in the direction of the development of insurance of accumulative pension system elements, in accordance with advanced foreign practices.
This article explores the perspective role of the Eurasian Economic Partnership in the formation of modern international integration institutions. The settlement of contentious issues arising during this process. In addition, the article examines the legal framework for the activities of a number of integration associations, taking into account the aspect of the formation of their legal personality. The author has considered the recession in the role of a number of international institutions, as well as the events of our time, directly indicating the possibility of predicting the development of integration processes.
Conclusion: The idea of the Great Eurasia will capture an increasing number of states and it is possible that a new global legal institution will be created on the world stage linking the states of Europe and Asia. The development of a preferential trade zone and more advanced stages of international integration based on the activities of already existing international institutions will be accelerate over time.
The article is devoted to the development of Maritime logistics in the twenty-first century. The twenty-first century is characterized as the “digital Age”. Digital technologies are rapidly being implemented in all spheres of human life. Today, the participants of the logistics market show great interest in digital production and logistics. This is primarily due to the fact that IT-technologies are rapidly developing, providing new opportunities and thus facilitate the transportation of goods to customers with the possibility of saving time and reducing logistics costs. In terms of competitiveness, many participants in the international and domestic logistics market have introduced and are already using different types of digital technologies. However, it need to be consider, that this new phenomenon requires detailed analysis, development, legislative consolidation and practical implementation in the transport industry. Today, it is especially important to take into account the scope of international legal sources regulating digital technologies, as the practical application of digital logistics should find legislative consolidation.
POLICY
In article nodal questions of national interests of the Republic of Tajikistan in the sphere of effective use and safety of hydro-electric resources are considered. The category of national hydro-electric interests in close connection with the property relations as a decisive factor of the state sovereignty and a homeland security is put for the first time and has important scientific and practical value in development and realization of strategy of sustainable development of economy of the republic. A problem of consecutive achievement of national interests in the sphere of hydro-electric policy and partnership with other countries of Central Asia is favorable to all. It is recommended to other interested countries of the region to participate actively in the decision of investment projects on the integrated management hydro-electric resources.
The purpose of the work is to build an architectural model of the digital economy, which combines the whole set of fundamental principles of its technological organization, which are embodied in a set of digital technologies, technology links with each other and with the external environment. The following tasks have been solved:
— the properties and features of the digital economy are analyzed,
— the preconditions for the architectural description of the digital economy are identified,
— a stratified architectural model of the digital economy has been developed.
It is shown that the architectural model of the digital economy should contain infrastructure and domain specific levels. The first group includes physical laws and technologies for building real and virtual sources of digital data, systems and networks for storing, distributing and processing data, as well as cloud, foggy and dew computations. The second group is the technology of creating data structures and analysis, building digital platforms and applications, creating an ecosystem digital platforms, digital markets and business process models.
The basic methodology of the study uses the principles of designing system models developed in the construction of architectures of digital systems of Infocommunications, cloud computing, industrial Internet, big data, overlay services and other technologies of the third platform of informatization.
The methodology used allowed us to divide the whole complex process of creating a digital economy into simpler parts — levels and sub-processes; to develop common concepts and terminology; to identify the basic functionality of technologies for all levels of the hierarchy; to form the basic competencies of specialists who study and implement different sub-processes; to simplify the task of organizing the interaction of products that implement sub-processes, etc.
The purpose of this research is to identify the prospects for the development of regional medicine markets — the medicine markets of the Eurasian economic Union. For this research to conduct the study and draw conclusions the elements of system, comparative, historical and situational analyses were used. The analysis highlighted the following elements of the events of recent years related to: the establishment of sanctions against the Russian Federation and counter-sanctions, consistent implementation of the EAEU Treaty in terms of the formation of common markets, changes, related to the regulation of the global medicine market.
The object of the research is the problems and solutions of the medicine markets functioning. The subject is the political and economic aspects in the formation of EAEU medicine market. The dependent variables are: political management of world health development, institutional decisions in the global medicine markets, political decisions of the Eurasian economic Commission Council, the regulatory framework for the formation of the EAEU medicine market. An independent variable is the role of the medicine market in trade agreements between international structures and the remote economy.
The role of the UN and specialized organizations in the formation of the world health system and access to medicines is analyzed in this work. The role of the WTO in this process is shown. The main institutional decisions that influenced the development of global and regional medicine markets are identified. The influence of these decisions on the formation of the EAEU medicine market is considered. The process of market formation within the EAEU is analyzed. The complexity of the activities of the EAEU in the current international environment, the consequence of which is the desire of the States parties to resolve issues at the intergovernmental rather than supranational level, was noted.
